A local man was indicted last week on charges he intentionally set a fire at an apartment building on Second Street when he knew people were inside the building.
Juli Chavez Villalobos, of Shelbyville, was indicted Jan. 23 on one count of first-degree arson as well as operating a motor vehicle without an operator's license and operating a vehicle under the influence.
The indictment stems from a Dec. 1 fire at 525 Second Street that police believe was intentionally set.
Shelbyville Police Officer Kevin Calvert was patrolling the Second Street area shortly after 5 p.m. when he observed smoke coming from an apartment along with a fire in stairwell leading up to the apartments, according to the police report.
Calvert called central dispatch and helped city firefighters rescue residents of the apartment who were jumping from a window on the west side of the building, the report said.
The state fire marshal conducted an investigation and ruled the cause of the fire to be arson based on evidence and witness statements, the report said. Villalobos was arrested and charged in the case.

Tyrann Harris, of Shelbyville, on one count of first-degree robbery either alone or in complicity, and one count of second-degree escape.
Michael Perry, of Shelbyville, on one count of flagrant non-support.
Charles Funches, of Morgan City, LA, on one count of flagrant non-support.
Robert Evans, of Shelbyville, on one count of illegal possession of a controlled substance, cocaine, operating a motor vehicle without a license, rear license not illuminated, and failure to give proper traffic signal.
Marla Hardaway, of Shelbyville, on one count of using a false name to procure a controlled substance.
Anthony Stodghill, of Shelbyville, one count each of possession of a controlled substance,cocaine, possession of drug paraphernalia and criminal trespassing.
Damon Bowles, of Pleasureville, on one count each of wanton endangerment, theft by unlawful taking of property valued under $300, criminal trespassing, operating a motor vehicle under the influence and possession of an open container of alcohol in a vehicle.
Stephen B. Snyder, of Waddy, on one count of first-degree rape by engaging in sexual intercourse with a juvenile through the use of forcible compulsion.
Javier Adan Gonzalez, of Shelbyville, on one count of second-degree rape for engaging in sexual intercourse with a juvenile under age 14.
John E. Dillon, of Shelbyville, on one count each of trafficking in a controlled substance, cocaine, tampering with physical evidence, promoting contraband, illegal possession of a controlled substance, marijuana, criminal trespassing, resisting arrest, and terroristic threatening.
Michael A. McKnight, of Shelbyville, on one count each of possession of a controlled substance, cocaine, first-degree fleeing or evading police, second-degree fleeing or evading police, tampering with physical evidence, possession of a controlled substance, marijuana, possession of drug paraphernalia, operating a motor vehicle without a license, operating a vehicle under the influence, reckless driving, failure to maintain insurance,expired license plate and being a persistent felony offender.
