A state budget proposed last week by House leaders gives the state a starting point, but legislators say there is still a long way to go.
The proposal is about $405 million short of a balanced budget in the second year, nearly double the first projections last week. It would provide a balanced budget for the 2010-2011 fiscal year, which begins July 1.
State Rep. Brad Montell (R-Shelbyville) said he and most of the members of the House are encouraged by the first steps.
